Uber Drivers Hit Hard as London Congestion Charge Rises to £18

From January 2026, London drivers will face the city’s highest ever Congestion Charge. The daily cost for entering central London, specifically within the Congestion Charge zone which covers the City of London and Westminster, is rising to £18 from the previous £15. Electric vehicles that once entered for free will now be required to pay. But it is the city’s thousands of private hire drivers, including those working for Uber, who feel most hit by the new rules.

Until now, drivers with electric or hybrid cars were spared the charge. That exemption helped many private hire drivers who rely on making several trips each day within central London. The move to greener cars was not only encouraged, it was demanded by strict city rules for clean air. Drivers tell stories of taking out loans or using savings to upgrade their vehicles to meet what City Hall asked of them. Suddenly, they are facing daily fees that may erase any savings or financial advantage.

The new policy means Uber and other private hire drivers using electric vehicles will pay just as much as any other motorist every time they enter central London. For those working full time in this area, that is £18 every single working day. Many drivers are worried their already slim margins will vanish. Some predict the extra cost will force them to stop working in the Congestion Charge zone, resulting in longer waits and fewer available rides for passengers in the heart of the city.

The GMB Union, which represents London’s private hire drivers, has been outspoken in its disapproval. GMB says making drivers who tried to do the right thing pay more is unfair, especially when many of these workers invested in electric vehicles to follow the city’s clean air plan. The union argues that these changes hit workers who provide a vital public service, often working unsociable hours and helping Londoners get home safely, reach hospitals, or visit family.

Motoring groups agree that the policy feels like a penalty for making greener choices. While residents and select businesses retain large discounts, drivers working for ride hailing companies are left without relief. Some drivers and unions say this could undermine recent progress in getting more clean vehicles on London’s streets.

Transport for London insists this policy is about fairness and keeping traffic in check. They point to the rapid rise in electric vehicles as a reason previous exemptions could no longer work. TfL states that money from the charge helps pay for buses, Underground upgrades, and more cycle lanes across the city.

For many drivers, these explanations do little to soften the new financial blow. Years spent learning new systems and investing in cleaner technology have now led to a sudden and unexpected cost. Some worry that if driving an electric vehicle is no longer affordable, they may have to return to cheaper petrol or diesel models just to get by.

Passengers across London could soon be affected as well. If higher charges put off drivers from picking up fares in the City of London and Westminster, there may be fewer cars available, longer waits, and the possibility of higher fare prices in busy times.

GMB Union leaders say they will continue pushing back, calling for a new approach that does not burden low paid workers just trying to do their jobs and help the city run. Private hire drivers are bracing for the change and trying to decide whether to work fewer hours, seek jobs outside the centre, or even leave the profession.

The city’s plan to reduce congestion and improve air quality faces a real test. In this next phase, it is London’s private hire drivers, the ones behind the wheel and often struggling to make ends meet, who bear much of the cost.

As winter approaches and the rules kick in, the impact on everyday life is about to become very real, for drivers, passengers, and anyone hoping to move easily around the central London area. What happens next will shape not just how London gets around, but how it shares the pressures and rewards of one of the busiest city centres in the world.
